The relevant person in charge of the Ministry of Ecology and Environment stated that in order to deepen the reform of the environmental quality monitoring system and mechanism, a sound surface water quality monitoring system based on automatic monitoring and supplemented by manual monitoring was established. Construction, including 959 new water stations.
As of April 12, 2018, of the 959 water stations that needed to be built locally, except for some sections in Heilongjiang, Jilin, Liaoning, Inner Mongolia, Qinghai and individual sections in Gansu, construction was temporarily unavailable due to the freezing period. Complete the various tasks of land acquisition (rental), water supply, electricity supply, communication, access and site leveling. The first phase of the construction of the water station was completed successfully.
According to Liu Zhiquan, director of the Environmental Monitoring Department of the Ministry of Ecology and Environment, in terms of the surface water environmental quality monitoring network, the national control section has been expanded to 2050, covering 1366 rivers and 139 important lakes and reservoirs in the ten major river basins across the country, which basically meets the water environment quality assessment and Assessment requirements.
According to reports, the relevant departments are promoting the collection of national surface water environmental quality monitoring matters in two stages. In the first stage, starting from October 2017, 2050 surface water assessment sections across the country have fully implemented the separation mode of acquisition and measurement, and the original monitoring data is transmitted directly to the China National Environmental Monitoring Station. In the second stage, the construction of automatic surface water quality stations in 2050 countries was completed in 2018, and third-party agencies were entrusted to operate and maintain them in a unified manner, realizing continuous automatic monitoring of the main indicators of surface water environmental quality, and real-time data shared between the state and local governments.
Liu Zhiquan said that the collection of power for surface water monitoring has resolved local administrative intervention and achieved "who evaluates and monitors". This is a major reform of China's environmental quality monitoring mechanism, which effectively ensures that the monitoring data is independent, objective, and fair.
The Ministry of Ecology and Environment requires that the construction of water stations is an important means to realize early warning of water quality and timely prevention of water pollution risks.
